I started out with a clear glass plate, (I think about 6in diameter, but choose which size fits your candle), Christmas fabric scraps, Mod Podge(MP) and some glitter. All you need to do it cut your fabric to fit the plate, then cover the plate in MP, apply fabric and cover with one more coat of MP. The main hurdle is the clear coat — if the guy used an automotive clearcoat then that's pretty much what you'd have to use to get similar results and durability.
